1968年11月出生，博士，中国科学院水生生物研究所研究员，博士生导师，中国水产学会水产生物技术专业委员会委员，《农业生物技术学报》和《遗传》编委。1991年毕业于南开大学生物系，获理学学士学位；2002年获中科院研究生院博士学位。主要从事鱼类生殖发育调控、鱼类基因工程育种、克隆胚胎再程序化机制等研究。主持国家自然科学基金重点项目、863项目、973课题及湖北省杰出青年人才基金等多项研究。以第一作者和通讯作者身份在Biology of Reproduction，PLoS One，General and Comparative Endocrinology，Marine biotechnology，Aquaculture以及《中国科学》等国内外刊物上发表论文30余篇，以第一发明人身份获美国发明专利1项，获中国发明专利2项。

鱼类基因工程学科组的研究工作发端于上世纪70年代末的鱼类细胞核移植试验：朱作言先生在著名实验胚胎学家童第周先生的领导下，通过合作研究完成鲤鲫间的细胞核移植，首次实现脊椎动物的种间克隆。上世纪80年代，朱作言先生领导开创鱼类基因转移研究新领域，研制世界首批快速生长的转基因鱼。以上成果作为近代中国科技领域的两大重要科研成就被载入《世界科学年史》（A. Hellemans & B. Bunch, 美国Simon & Schuster出版社）。[1]
