清朝的闭关锁国是

乾隆帝即清高宗纯皇帝（1711年9月25日子时—1799年2月7日），姓爱新觉罗，讳弘历，是雍正帝第四子。属兔，生于康熙五十年八月十三，卒于嘉庆四年正月初三，终年88岁，葬于河北裕陵（今河北省遵化市西北）。乾隆于雍正十三年即位，为清代入关后的第四任皇帝(1736~1799)。
1757年，一道圣旨从京城传到沿海各省，下令除广州一地外（又称广州十三行）停止厦门、宁波等港口的对外贸易，这就是所谓的“一口通商”政策。这一命令，标志着清政府彻底奉行起闭关锁国的政策。乾隆的这道圣旨常被视为是导致近代中国落后于世界的原因之一。
